Community Solar (CS) Bill SB 226 

In late March 2023, the Community Solar (CS) Bill SB 226 was reintroduced by State Senator Duey Stroebel, R-Saukville. Senator Stroebel announced plans to introduce the bill that would make Wisconsin one of about 20 states that allow community ownership of solar power arrays. He was joined at the announcement by solar companies, clean-energy advocates, landowners, the Wisconsin Farm Bureau and other lawmakers who support the bill.

Farm Bill

Although we support the Heinrich-Braun Bill, it doesn't apply to all programs by the United States Department of Agriculture (USDA). The current narrow definition of agrivoltaics in the Heinrich-Braun Bill will result in unnecessary costs for the research and implementation of agrivoltaics programs. Furthermore, the biggest obstacle for agrivoltaics is getting planning boards and state-level policymakers comfortable with the definition of agrivoltaics and the compliance mechanisms available to ensure developers aren’t just sitting standard solar on farmland and walking away. Hence, it is crucial that the next crucial step is proposing a definition of agrivoltaics in the Farm Bill — the appropriations bill that governs all farming programs and funding in the United States reauthorized every five years — that applies to all USDA and federal programs. A robust agrivoltaics definition is free and will create a national market for agrivoltaics over the next five years.

Heinrich-Braun Bill 

We at Lightstar are thrilled by the bipartisan work of U.S. Senator Martin Heinrich (D-N.M.) and U.S. Senator Mike Braun (R-Ind.) to introduce The Agrivoltaics Research and Demonstration Act of 2023. Not only because it’s evidence that we can prioritize bipartisanship for the good of the environment, but because the Heinrich-Braun Agrivoltaics Bill is one step closer to ensuring that the United States doesn’t have to lose farmland to secure energy independence.
