Illinois Shines Program — 2026–2027 Program Year

The Illinois Shines Adjustable Block Program is opening for the 2026–2027 program year on June 1, 2026.

Participation in the program is a key component of how community solar projects like ours deliver long-term, affordable clean energy to Illinois residents and businesses.

What this means for Lightstar:

  • We evaluate all of our Illinois projects for potential submission to Illinois Shines.

  • Lightstar plans to submit select projects for the 2026–2027 program year.

  • Approval through Illinois Shines helps ensure project viability and strengthens our ability to deliver clean energy at competitive rates.

Illinois Energy Storage Legislation

In 2026, Illinois enacted statewide legislation establishing new energy storage targets — a significant step forward for the state's clean energy transition.

Energy storage plays a critical role in making renewable energy more reliable and grid-responsive. By storing excess solar energy and dispatching it when it's needed most, storage technology helps reduce grid strain and supports a more resilient energy system.

What Lightstar is doing:

Lightstar is actively monitoring ongoing regulatory proceedings focused on expanding energy storage opportunities across Illinois. As the regulatory framework takes shape, we are evaluating how storage integration can enhance our existing and future project portfolio in the state.

Lightstar's Approach to Illinois Policy

Clean energy policy in Illinois is evolving quickly. Lightstar stays ahead of regulatory changes to make sure our projects are developed responsibly, competitively, and in alignment with state clean energy goals.

Our Illinois development strategy includes:

  • Program participation: Pursuing Illinois Shines submissions where projects qualify

  • Legislative monitoring: Tracking energy storage and clean energy legislation as it develops

  • Regulatory engagement: Participating in proceedings that shape the future of solar and storage in Illinois

  • Community focus: Prioritizing projects that deliver local jobs, tax revenue, and affordable clean energy to the communities we serve
